HK - Head of Compliance

About the role
We are looking for a Head of Compliance to be our second line of defence and primarily support our business in Hong Kong. If you have expertise in risk management: in addition to being the Compliance subject-matter expert in our Hong Kong entity, your expertise in operational risk management contributes to the Group; you will implement the enterprise-wide risk management processes across the five markets where StashAway currently operates.

Functionally, you will directly report to the Group Chief Compliance and Risk Officer (CCRO) who is based in Singapore, and indirectly report to the Head of StashAway Hong Kong on all day-to-day matters.

Responsibilities:

1. Compliance
  • Implement the Group's compliance strategy, frameworks, policies, and procedures in Hong Kong while ensuring alignment and relevance.
  • Provide advisory, review, and support on all regulatory, policy, and financial crime matters in Hong Kong.
  • Undertake periodic compliance monitoring based on a risk-based compliance plan devised by Group compliance and recommend improvements to the ways we manage controls.
  • Exercise due diligence, observe proper standards of market conduct and build strong regulatory relationships with the financial regulatory bodies and stakeholders (e.g. lawyers) transparently and cooperatively.
  • Support the audit and assurance programmes within the Group and lead them to closure.
  • Lead and support business on all regulatory matters and requirements for new product launches, marketing and distribution and new initiatives taken in Hong Kong.
  • Undertake ad hoc compliance and risk management projects and Group-wide responsibilities as required.

2. Operational Risk Management (if you have the relevant expertise)
  • Scope out the most efficient and practical ways to implement the Operational Risk Management programme for the Group by leveraging on existing resources and ensuring processes are sustainable once implemented.
  • Conduct risk control self assessments (RCSA), collect loss data, track key risk indicators (KRIs), coordinate operational risk scenario analyses, and prepare risk reports.
  • Ensure that action plans arising from RCSA, risk events, KRIs, regulatory inspections, and/or other risk issues are properly followed up to closure.
  • Participate in technology risk assessment and business continuity planning.
  • Define the escalation process and report significant risk issues to the CCRO and Group Risk Committee.



Requirements
  • 8+ years of experience in second-line function (e.g. compliance, financial crime, operational risk, audit, compliance or risk management consulting, business process management) of which 5+ years must include direct experience in risk and/or compliance
  • Meaningful knowledge across the enterprise risk management framework, including risk identification, risk appetite and strategy, risk-related decisions, processes, and controls.
  • Strong analytical and problem-solving skills, as well as experience collaborating with globally dispersed teams and stakeholders at various seniority levels.
  • Knowledge of fund and wealth management practices and rules in Hong Kong.
  • Sound knowledge and experience of AML/CTF regulations to provide subject-matter expertise.
  • Highly developed business acumen, and pragmatic approach to solving problems and implementing solutions,
  • Strong attention to detail, compliance, and control orientation.
  • Strong ability to communicate effectively in English and Cantonese (oral and writing).
  • Ability to multi-task and adapt to changing and competing priorities in a startup environment.
  • Ability to work independently and proactively take ownership.
  • Bachelor's or Master’s degree in Law, Finance, Accounting, Economics, Business Administration, or other related professional qualifications.
